झारखंड द्वारा खेल-विकास में उठाये गए कदम

टाटा तीरंदाजी अकादमी – इसकी स्थापना 1996 में की गई। इसका संचालन टाटा ग्रुप द्वारा किया जाता हैं। यह जमशेदपुर में स्थित है। यहाँ से कई राष्ट्रीय/अंतराष्ट्रीय तीरंदाज निकले है जैसे:- डोला बनर्जी, जयंत तालुकदार, पूर्णिमा महतो, लिम्बा राम, संजीव कुमार सिंह, दीपिका कुमारी, कोमलिका बारी, अंकिता भगत इत्यादि।

झारखंड राज्य खेल संवर्धन सोसाइटी (जेएसएसपीएस)- यह सेंट्रल कोलफील्ड्स लिमिटेड की एक अनूठी अपरंपरागत सीएसआर (कॉर्पोरेट सामाजिक उत्तरदायित्व) है जो मेगा स्पोर्ट्स कॉम्प्लेक्स, खेलगांव और एस्ट्रोटर्फ हॉकी स्टेडियम, मोरहाबादी का प्रशासन और संचालन करता है। सेंट्रल कोलफील्ड्स लिमिटेड (एक सार्वजनिक क्षेत्र का मिनी रत्न पीएसयू) वर्तमान में तीरंदाजी, एथलेटिक्स, ताइक्वांडो, कुश्ती और फुटबॉल में 5 खेल विषयों का संचालन कर रहा है और 2018 से इसमें 10 अतिरिक्त खेल शामिल किए गए। दस अतिरिक्त विषय हैं जूडो, हॉकी, मुक्केबाजी, भारोत्तोलन, निशानेबाजी, सिंक्रोनाइज्ड डाइविंग, तैराकी, टेबल टेनिस, एथलेटिक्स और बैडमिंटन में कार्यक्षेत्र का विस्तार।

Sports Academy –सेंट्रल कोलफील्ड्स लिमिटेड ने झारखंड राज्य सरकार के साथ साझेदारी में वर्ष 2016 में खेल अकादमी की स्थापना की। कैडेटों को खेलगांव, रांची स्थित विशाल परिसर में मुफ्त भोजन, आवास, खेल प्रशिक्षण, स्कूली शिक्षा आदि प्रदान की जाती है।इसके अलावा, उन्हें 500 रुपये प्रति माह का वजीफा भी दिया जाता है ताकि वे वित्तीय निर्णय लेने में सक्षम हो सकें। पूरा खर्च सीसीएल (कोल इंडिया लिमिटेड की एक सहायक कंपनी) और झारखंड सरकार द्वारा 50:50 के अनुपात में वहन किया जाता है।

खेल विश्वविद्यालय – भारत और राज्य का पहला खेल विश्वविद्यालय झारखंड के खेलगाँव, राँची में स्थापित किया जा रहा है। यह विश्वविद्यालय का संचालन झारखंड सरकार और सेंट्रल कोलफील्ड लिमिटेड के द्वारा किया जा रहा है। इन दोनों के बीच 2015 में 30 वर्ष का MoU हुआ है। इस विश्वविद्यालय के तहत 15 खेल अकादमी खोले जा रहे है जो :- 1) तीरंदाजी 2) फुटबॉल 3) ताइक्वांडो 4) कुश्ती 5) एथलेटिक्स 6) बैडमिंटन 7) भारोत्तोलन 8) तैराकी 9) टेबल टेनिस 10) साइक्लिंग 11) मुक्केबाजी 12) जुडो-कराटे 13) शूटिंग 14) हॉकी और 15) डाइविंग है। इसके लिए राज्य सरकार और CCL की संयुक्त इकाई द्वाराझारखंड राज्य खेल प्रोत्साहन सोसाइटी (JSSPS) की स्थापना की गई है। विश्वविद्यालय में भारत के विभिन्न राज्यों और विदेशों से 5000 छात्रों को शामिल करने का प्रस्ताव है। वर्तमान खेल अकादमी, खेल विश्वविद्यालय के लिए सहायक अकादमी में से एक होगी। प्रस्तावित 5000 विद्यार्थियों में से झारखंड राज्य के 700 विद्यार्थियों को फीस, भोजन और आवास व्यय के रूप में अनुदान दिया जाएगा। शेष को वास्तविक व्यय का भुगतान करना होगा ताकि विश्वविद्यालय आत्मनिर्भर बन सके।

झारखंड राज्य तीरंदाजी अकादमी- इसकी स्थापना 2006 में सरायकेल के दुगुनी में की गई है।

बिरसा मुंडा तीरंदाजी अकादमी – यह अकादमी राँची के सिल्ली में अवस्थित है। इसके संरक्षक AJSU पार्टी के सुप्रीमो सुदेश महतो है। पहला खेलो इंडिया तीरंदाजी प्रतियोगिता में ये अकैडमी को सर्वोच्च स्थान मिला।

झारखंड खेल प्राधिकरण – इसकी स्थापना 2006 में की गई। इसके अध्यक्ष मुख्यमंत्री तथा उपाध्यक्ष खेल और युवा मामले के मंत्री होते है।इसका उद्देश्य खेलकूद के संदर्भ में राज्य सरकार को उचित परामर्श देना है। ये राज्य भर में खेल प्रतियोगिता और खेल प्रदर्शनी का आयोजन करवाता है।

खेल प्रशिक्षण केंद्र – झारखंड सरकार द्वारा कुल 166 खेल प्रशिक्षण केंद्र खोला गया है। जिसमे 40 आवासीय खेल प्रशिक्षण केंद्र है:- 15 फुटबाल, 8 हॉकी, 7 एथलेटिक्स, 6 आर्चरी, 2 वॉलीबॉल, 1 साइक्लिंग और 1 बैडमिंटन। तथा 126 गैर-आवासीय खेल प्रशिक्षण केंद्र है जिसमे 35 हॉकी, 32 फुटबॉल, 21 एथलेटिक्स, 9 वॉलीबॉल, 5 बास्केटबॉल, 4 कबड्डी, 4 ताइक्वांडो, 3 खो-खो, 3 कुश्ती, 2 हैंडबॉल, 2 जिम्नास्टिक, 2 बैडमिंटन, 1 स्विमिंग, 1 शूटिंग, 1 अर्चरी और 1 बॉक्सिंग है।

खेल नीतियाँ – खेल को विशेष रूप से प्रोत्साहित करने के लिए अब तक झारखंड सरकार ने तीन नीति बनाई है’-

1) झारखंड खेल नीति, 2007

2) झारखंड खेल एवं युवा नीति, 2018

3) झारखंड खेल नीति, 2020

SAI-SAG Centre की स्थापना – इसका फुल फॉर्म Sports Authority Of India – Special Area Game है। झारखंड में SAI-SAG सेंटर राँची के बिरसा मुंडा एथलेटिक्स स्टेडियम में स्थित है। यह Sports Authority Of India का एक महत्वाकांक्षी कार्यक्रम है। इसके अंतर्गत जनजातीय क्षेत्र, तटीय क्षेत्र और पहाड़ी क्षेत्र से युवा खेल प्रतिभा को बढ़ावा देना है। भारत में कुल 20 SAI-SAG केंद्र खोले गए है।

Steps taken by Jharkhand in sports development

Tata Archery Academy – It was established in 1996. It is operated by Tata Group. It is located in Jamshedpur. Many national/international archers have emerged from here such as:- Dola Banerjee, Jayanta Talukdar, Purnima Mahato, Limba Ram, Sanjiv Kumar Singh, Deepika Kumari, Komalika Bari, Ankita Bhagat etc.

Jharkhand State Sports Promotion Society (JSSPS)-This is a unique unconventional CSR (Corporate Social Responsibility) initiative of Central Coalfields Limited which administers and operates the Mega Sports Complex, Khelgaon and Astroturf Hockey Stadium, Morabadi. Central Coalfields Limited (a Public Sector Mini Ratna PSU) is currently operating 5 sports disciplines namely Archery, Athletics, Taekwondo, Wrestling and Football and adding 10 additional sports disciplines from 2018. The ten additional disciplines are Judo, Hockey, Boxing, Weightlifting, Shooting, Synchronised Diving, Swimming, Table Tennis, Athletics and Expansion of Scope in Badminton.

Sports Academy – Central Coalfields Limited established the Sports Academy in the year 2016 in partnership with the State Government of Jharkhand. The cadets are provided with free food, accommodation, sports training, schooling etc. at the huge campus located at Khelgaon, Ranchi. Apart from this, they are also given a stipend of Rs 500 per month so that they are able to take financial decisions. The entire expenditure is borne by CCL (a subsidiary of Coal India Limited) and Government of Jharkhand in the ratio of 50:50.

Sports University – The first sports university of India and state is being established at Khelgaon, Ranchi, Jharkhand. This university is being run by the Jharkhand government and Central Coalfield Limited. A 30-year MoU was signed between the two in 2015. 15 sports academies are being opened under this university which are:- 1) Archery 2) Football 3) Taekwondo 4) Wrestling 5) Athletics 6) Badminton 7) Weightlifting 8) Swimming 9) Table Tennis 10) Cycling 11) Boxing 12) Judo-Karate 13) Shooting 14) Hockey and 15) Diving. For this, Jharkhand State Sports Promotion Society (JSSPS) has been established by a joint unit of the state government and CCL. The university aims to include 5000 students from different states of India and abroad. The present sports academy will be one of the supporting academies for the sports university. Out of the proposed 5000 students, 700 students from Jharkhand state will be given grants in the form of fees, food and accommodation expenses. Jharkhand State Archery Academy- It was established in 2006 in Duguni of Seraikel.

Birsa Munda Archery Academy – This academy is located in Silli, Ranchi. Its patron is AJSU party supremo Sudesh Mahato. This academy participated in the first Khelo India Archery Competition.

Sports Authority Of Jharkhand – It was established in 2006. Its chairman is the Chief Minister and vice-chairman is the Minister of Sports and Youth Affairs. Its purpose is to give proper advice to the state government in the context of sports. It organizes sports competitions across the state.

Sports Training Centre – A total of 166 sports training centers have been opened by the Jharkhand government. Out of which 40 are residential sports training centers:- 15 football, 8 hockey, 7 athletics, 6 archery, 2 volleyball, 1 cycling and 1 badminton. And there are 126 non-residential sports training centers which includes 35 Hockey, 32 Football, 21 Athletics, 9 Volleyball, 5 Basketball, 4 Kabaddi, 4 Taekwondo, 3 Kho-Kho, 3 Wrestling, 2 Handball, 2 Gymnastics, 2 Badminton, 1 Swimming, 1 Shooting, 1 Archery and 1 Boxing.

Sports Policies – Till now Jharkhand government has made three policies to specially encourage sports’-

1) Jharkhand Sports Policy, 2007

2) Jharkhand Sports and Youth Policy, 2018

3) Jharkhand Sports Policy, 2022

Establishment of SAI-SAG Centre- Its full form is Sports Authority Of India – Special Area Game. SAI-SAG Centre in Jharkhand is located at Birsa Munda Athletics Stadium, Ranchi. This is an ambitious program of Sports Authority of India. Under this, the aim is to promote young sports talent from tribal areas, coastal areas and hilly areas. A total of 20 SAI-SAG centers were opened in India.
